Splurging of public money by two Telugu governments

During the last one week there were 2-3 news items which show how the heads of governments are splurging the public money.

Chief Minister of the State of Telangana wants to spend government money to fulfill the vows made to several gods 

There was a news item in the local news papers stating that the Chief Minister of Telangana Mr K Chandrasekhara Rao and his cabinet took a decision to spend an amount of Rs 10 Crores to fulfill various vows made by their party to various gods during the Telangana movement prior to formation of the state. These vows were made to several gods including Lord Balaji, Kanakadurgamma of Vijayawada, Lord Lakshmi Narasimha of Yadagiri gutta, Chadar at Ajmer Dargah etc. 

It is a common thing among Indians (possibly among people of some other countries also) to make vows to the gods and invoke gods at the time of difficulty and one needs to fulfill them once the issue is resolved. However, it is height of madness and splurge to utilize public money to meet the vows made by a political party . I am sure none of the people of telangana support these. Also, will the government agree if a citizen says that he made a vow to a god for public benefit and need government help to fulfill the same?

Telangana Government plans construction of a new secretariat building due to bad vastu of existing buildings

During the same cabinet meeting the government of Telangana took a decision of shifting the Chest hospital from its existing location at Erragadda in Hyderabad to a sanitorium in Anantagiri around 60 km away and construct a new secretariat building at an estimated cost of Rs 100 crores. The reason given by the chief minister is that the vastu (something akin to Fengshui) of the existing buildings is very bad. Several governments of the erstwhile undivided Andhra Pradesh were functioning from those same buildings for the last 40-50 years without any problem. What is the new issue which cropped up now? Also what if another chief minister in future decides the proposed new secretariat does not suit his Vastu requirments, where will they go? Whose money is it the government is splurging on these activities?

There is another chief minister Mr Chadrababu Naidu in the newly formed state of Andhra Pradesh (remaining portion) who spent several crores on remodeling Chief Minister's Chamber in a portion of the same secretariat building from which they are expected to move away in another 9 years at the most. As per the news reports the two chief ministers (of Telangana and Andhra Pradesh) together spent nearly Rs 70 - 100 Crores till date on modification for buildings etc. to make them Vastu compatible.

Then there is the Rs 2 Crore expenditure on a three day yoga camp conducted by the Government of Mr Chandra Babu Naidu for the ministers (Chief Minister included) and the burocrats of the government shutting down the functioning of government  for mind relaxation for these hard (hardly?) working people. The entire govenment activity nearly came to a standstill during the last three days of the month more particularly when they were beset with several issues like acquisition of lands for construction of new capital and other issues. The government is giving tension to the citizens of the state for various issues and splurging money on mental relaxation of its executives more particularly when they didn't even know where from they will get funds to pay salaries of the employees?

Do we need this kind of splurging and excessive spending by these two governments?
